Got this myself on my phone, and also it simply declined to update. Here's what benefited me.

Edit: this seems to be an issue that Facebook understand. It's a concern with the Facebook app, as well as not a generalised Play Store problem.

This is what helped me at least.

  1. Settings > Applications > All > Google Play Shop, Clear information as well as Clear cache

  2. Settings > Applications > All > Google Play Services > Manage space, Clear all data as well as Clear cache
