Got this myself on my phone, and also it just declined to upgrade. Here's what helped me.

Edit: this seems to be an issue that Facebook recognize. It's a problem with the Facebook app, and also not a generalised Play Store issue.

This is what helped me at least.

  1. Settings > Applications > All > Google Play Store, Clear information and Clear cache

  2. Settings > Applications > All > Google Play Solutions > Manage area, Clear all information and also Clear cache


It does not hurt if you reboot your phone before you try upgrading facebook once again. As well as, the install was SLOW. Just at the very least 4-5 minutes. But, it did work. Otherwise try to uninstall it, or merely wait on a fix.
